Abstract

Algeria, like other countries of the world, has found itself faced with the challenges of developing and renewing its interventions and reforming public administration to counter global competition laws and to move towards social, economic and functional progress in order to satisfy citizens in the field of services provided. It has therefore endeavoured to implement e-governance, particularly through its incarnation of Algeria's e-project 2008-2013, which is a turning point in the development and upgrading of public services and the dissemination of information and the shift towards the e-government model, despite the obstacles encountered in its application due to the general lack of electronic readiness. We used the descriptive curriculum and questionnaire tool distributed to a sample estimated at 35 interrogators in the Municipality of Agouat, where many important results were reached that can be summarized as follows: 1.The use of e-administration is one of the most important pillars on which universities at the international level depend, not to mention the universities of Algeria and the University of El-Ghawat in particular. However, such e-administration facilitates connectivity, communication and services for students (recipients) and professors with managers (actors) in keeping with these technologies. 2. Despite the challenges and obstacles faced by the university's staff in using electronic management, it met with a modest turnout at the outset as a result of the return of university staff to office work. 3.The lack and weakness of training courses in the use of electronic management is the main reason why tyres are reluctant to use them. Digital culture, especially the use of electronic administration, increases the public service of the framework, particularly in the municipality of El Ghawat, because the local administration is in dire need of such electronic administration due to the striving and practical size (multidisciplinary and diverse standards) 4.Electronic management affects the promotion and development of the public service by facilitating communication, accelerating services and saving effort and time. 5.E-management achieves a competitive advantage among institutions and attracts students, professors and administrators The need to work towards identifying the main objectives that it seeks to achieve .6 through the application of e-governance, so that it is clear and understandable to all employees
