Abstract

This study aims to find out how to move from the old public management to the modern public management by following a set of reforms to confront the various different obstacles associated with corruption , and negative bureaucracy, by embodying the principles of modern public management and its characteristics ,and the adoption of the principles of market economy and the private sector , as public management the new is a philosophy that was launched in stages and historical development , and arrived at a general and comprehensive definition that takes into account the requirement of each environment the succes of the new public administration is evident through its adoption by the largest countries in the world such as the united states of America , Bretain and France, as it serves as a pillar of institutions and in our study we used both the historical method in order to know the history of the new public management and the history of public institutions in Algeria, we also used the comparative method to differentiate between the old and new public management. keywords : the new public administration public institutions , impact, change, laghouat Electricity Gaz Distribution Company
