عنوان الدراسة: دور الرقمنة في أنماط السلطة الإدارية بالمنشأة الرياضية دراسة ميدنية بمديرية الشباب والرياضة لولاية الأغواط
هدف الدراسة: تهدف هذه الدراسة إلى تحقيق مجموعة من الأهداف التي تسهم في تقديم صورة واضحة عن دور الرقمنة في أنماط السلطة الإدارية داخل المنشآت الرياضية، وبشكل خاص في مديرية الشباب والرياضة بالأغواط من خلال تحليل أثر الرقمنة على توزيع الصلاحيات داخل المنشآت الرياضية ودراسة كيفية إعادة تشكيل أنماط السلطة الإدارية بفعل استخدام الأدوات الرقمية، ومدى تأثير ذلك على اللامركزية وتفويض الصلاحيات، ومعرفة مدى مساهمة الأنظمة الرقمية في تسريع عمليات اتخاذ القرار وتحسين جودته داخل المنشآت الرياضية.
مشكلة الدراسة: ما هو دور الرقمنة على أنماط السلطة الإدارية في المنشآت الرياضية؟
الفرضية الرئيسية: تلعب الرقمنة دورا أساسيا على أنماط السلطة الإدارية في المنشآت الرياضية فتساهم في تعزيز اللامركزية وتوزيع الصلاحيات.
مجتمع الدراسة: يتكون مجتمع الدراسة من الموظفين والإداريين في مديرية الشباب والرياضة بالأغواط و الذي قدر عددهم حوالي 67 موظف.
عينة الدراسة: تم اختيار عينة قصدية من المجتمع الأصلي، وتمثلت في "30" موظف وموظفة.
منهج الدراسة: استخدم الباحث المنهج الوصفي التحليلي لملائمته لموضوع الدراسة.
أدوات الدراسة: استخدم الباحث الاستبانة كأداة رئيسية لجمع البيانات.
أهم الاستنتاجات المتوصل إليها في الدراسة:
• الرقمنة بدأت تدريجيًا تفرض نفسها داخل المنشآت الرياضية كآلية لتحسين الأداء الإداري.
• هناك وعي متفاوت لدى الموظفين حول مفهوم الرقمنة ودورها في الإدارة.
• الرقمنة ساهمت في تقليص البيروقراطية داخل المديرية محل الدراسة.
• أدوات الرقمنة حسّنت من سرعة اتخاذ القرار الإداري.
• تم تسجيل تحسن نسبي في تدفق المعلومات بين مستويات الهيكل التنظيمي
• توصيات الدراسة:
• إعداد خطة رقمية إستراتيجية شاملة ومتكاملة داخل المنشآت الرياضية.
• تعميم الرقمنة على جميع الأقسام الإدارية لضمان شمولية الأثر.
• تطوير برامج تدريبية مستمرة تستهدف جميع المستويات الوظيفية.
• تحيين وتطوير الأنظمة الرقمية بما يتماشى مع متطلبات العصر والقطاع الرياضي.
• تشجيع القيادة الرقمية داخل المؤسسة لتحفيز التغيير والتحول.

Title of the Study: The Role of Digitalization in Patterns of Administrative Authority in Sports Institutions – A Field Study at the Directorate of Youth and Sports in Laghouat Province
Study Objective: This study aims to achieve a set of goals that contribute to providing a clear picture of the role of digitalization in the patterns of administrative authority within sports institutions, with a specific focus on the Directorate of Youth and Sports in Laghouat. It analyzes the impact of digitalization on the distribution of authority within sports institutions, explores how administrative authority patterns are reshaped through the use of digital tools, examines the extent to which digital systems enhance decentralization and delegation of powers, and assesses their contribution to accelerating decision-making processes and improving their quality within these institutions.
Research Problem: What is the role of digitalization in the patterns of administrative authority in sports institutions?
Main Hypothesis: Digitalization plays a fundamental role in shaping administrative authority patterns in sports institutions by enhancing decentralization and the distribution of powers.
Study Population: The study population consists of employees and administrators at the Directorate of Youth and Sports in Laghouat, estimated at approximately 67 individuals.
Study Sample: A purposive sample was selected from the original population, consisting of 30 male and female employees.
Methodology: The researcher adopted the descriptive-analytical method due to its relevance to the study topic.
Data Collection Tool: The questionnaire was used as the primary tool for data collection.
Key Findings of the Study:
• Digitalization has gradually imposed itself within sports institutions as a mechanism for improving administrative performance.
• There is varying awareness among employees regarding the concept of digitalization and its role in management.
• Digitalization has contributed to reducing bureaucracy within the studied directorate.
• Digital tools have improved the speed of administrative decision-making.
• A relative improvement was recorded in the flow of information across the organizational structure levels.
Study Recommendations:
• Develop a comprehensive and integrated digital strategic plan within sports institutions.
• Generalize digitalization across all administrative departments to ensure inclusive impact.
• Establish ongoing training programs targeting all job levels.
• Update and upgrade digital systems to keep pace with the demands of the era and the sports sector.1
• Promote digital leadership within the institution to stimulate change and transformation.
