Abstract

ملخص الدراسة باللغة العربية : هدفت هذه الدراسة إلى توضيح دور تكنولوجيا الاتصال الحديثة في تحسين صورة الإدارة المحلية المنتخبة ومعرفة مدى إستخدم المنتخبين بالمجلس الشعبي الولائي تكنولوجيا الإتصال الحديثة في مجال العمل ، إضافةإلى التعرف على كيفية مساهمة تكنولوجيا الاتصال الحديثة في إبراز مهام المجلس الشعبي الولائي لولاية الأغواط، وما مدى مساهمتها في تطوير أداء المنتخبين. - فتمحورت الإشكالية حول التساؤل الرئيس: ما هو دور تكنولوجيا الاتصال الحديثة في تحسين صورة الإدارة المحلية المنتخبة بالمجلس الشعبي الولائي لولاية الأغواط؟ - ويندرج تحت هذا التساؤل مجموعة من التساؤلات الفرعية وهي كالآتي : -هل يستخدم المنتخبين بالمجلس الشعبي الولائي تكنولوجيا الإتصال الحديثة في مجال العمل؟ - كيف تساهم تكنولوجيا الاتصال الحديثة في إبراز مهام المجلس الشعبي الولائي لدى المواطنين؟ -هل يساهم إستخدام وتطبيق تكنولوجيا الاتصال الحديثة على تطوير أداء المنتخبين؟ تندرج دراستنا ضمن البحوث الوصفية، بحيث اعتمدنافيها على المنهج الوصفي التحليلي،كما تم الاعتماد على استمارة الاستبيان كأداة رئيسية لجمع المعلومات، ونظرا لمحدوديةعددمفردات مجتمع البحث فضلنا أن يكون مسحا شاملا لجميع أعضاء المجلس الشعبي الولائي لولاية الأغواط والبالغ عددهم 39 عضو. وبعد التحليل الكمي والكيفي تم التوصل إلى أهم النتائج:

- أن الأعضاء يستخدامون تكنولوجيا الإتصال الحديثة في مجال عملهم دائما لما تقدمه هذه التكنولوجيا من مساعدة كبيرة و جيدة . - ساهمت تكنولوجيا الإتصال الحديثة في إبراز مهام المجلس الشعبي الولائي لدى المواطنين وذلك لسهولة وصول المعلومة للمواطن وحل إنشغالاته. - المساهمة الكبيرة التي تقدمها تكنولوجيا الإتصال الحديثة في تطوير أداء المنتخبين في تأدية مهامهم بالمجلس وهذا لما وجدناه داخل المجلس الشعبي الولائي. الكلمات المفتاحية: تكنولوجيا الإتصال الحديثة _ الإدارة المحلية المنتخبة. - ملخص الدراسة باللغة الإنجليزية: - This study aimed to clarify the role of modern communication technology in improving the image of the elected local administration and to know the extent to which workers in the Wilaya People's Assembly use modern communication technology in the field of work, in addition to identifying how modern communication technology contributes to highlighting the tasks of the Wilaya People's Assembly in the wilaya of Laghouat, and the extent of its contribution in developing the performance of the elected. - - The problem revolved around the main question: What is the role of modern communication technology in improving the image of the elected local administration in the Wilayat People's Assembly of Laghouat? - This question includes a set of sub-questions, as follows: - -Do workers in the Wilayat People's Assembly use modern communication technology in the field of work? - - How does modern communication technology contribute to highlighting the functions of the Wilayat People's Assembly to citizens? - Does the use and application of modern communication technology contribute to the development of the performance of the elected? - Our study falls within the descriptive research, in which we relied on the analytical descriptive approach, and the questionnaire form was relied upon as a main tool for collecting information, and due to the limited number of members of the research community, we preferred that it be a comprehensive survey of all 39 members of the Wilayat People's Assembly of Laghouat. - After quantitative and qualitative analysis, the most important results were reached: - - The members always use modern communication technology in their field of work due to the great and good assistance provided by this technology. - - Modern communication technology has contributed to highlighting the tasks of the People's State Council among citizens, in order to facilitate access to information to the citizen and solve his concerns. - - The great contribution made by modern communication technology to the development of the performance of the elected in the performance of their duties in the Assembly and this is what we found within the People's State Assembly
