Abstract

سعى الانسان منذ القدم الى ربط اواصر الصداقة مع اخيه الانسان، حفاظا على مصالحه وتجنبا لويلات الصدام، مستعينا في ذلك على اساليب دبلوماسية تعبر عن نواياه الحسنه في انشاء علاقات ودية غايتها تحقيق الامن والاستقرار، وهو مطلب سعت الشعوب لتحقيقه في العالم القديم، ومع تطور المجتمعات وقيام الحضارات بدأت الدبلوماسية تأخذ منحنى سياسيا وطابعا رسميا يعمل على تنظيم وتسيير الروابط والصلات بين الدول، وانطلق العالم القديم منذ فجر التاريخ نحو تطور جديد ساهمت العلاقات الدبلوماسية في نموه وازدهاره، وخلقت مفهوما جديدا في التعامل بين هذه الأمم، جعلت امكانية التفاعل والاندماج لتحقيق المصالح والغايات امر يمكن تحصيله، وتعتبر قرطاجة من بين اهم الدول التي تبنت هذه السياسة كمبدأ ثابت رافقها طيلة تاريخها عملت من خلاله على رسم طريق حافل بالأحداث كان لها شأن كبير في تغيير مجرى تاريخ منطقة حوض المتوسط. Since ancient times, man has sought to bind the bonds of friendship with his fellow man, in order to preserve his interests and avoid the scourges of conflict, using diplomatic methods that express his good intentions in establishing friendly relations aimed at achieving security and stability, a demand that peoples sought to achieve in the ancient world, and with the developmentof societies.With the rise of civilizations, diplomacy began to take a political turn and an official character that worked to organize and manage ties and connections between countries. The ancient world, since the dawn of history, set off towards a new development. Diplomatic relations contributed to its growth and prosperity, and created a new concept in dealing between these nations. It made the possibility of interaction and integration to achieve interests and goals. It is something that can be achieved, and Carthage is considered among the most important countries that adopted this policy as a fixed principle that accompanied it throughout its history, through which it worked to chart a path full of events that had a major role in changing the course of the history of the Mediterranean basin region.
