Abstract
Our current study aims to uncover the obstacles to promotion among employees in a
sample from the Maintenance Department (DML) in the province of El Oued. This is
done in light of various demographic variables (age, gender, educational level,
seniority, position).
The study encompasses both theoretical and applied aspects, employing an
exploratory descriptive approach that aligns with the nature of the subject. The sample
consists of 20 employees, selected purposefully. A questionnaire designed by the
student was used, and after ensuring its psychometric properties and applying it for
data collection, we identified several obstacles related to the promotion process,
including:
• Promotion significantly affects employee behaviors.
• Promotion is based on seniority and competence.
• The department announces vacant positions for promotion.
• The department seeks to clarify the applicable promotion regulations.
• The department provides the necessary financial envelopes.
• Despite the objective application of promotion in the maintenance institution, there
is still some discrimination and differentiation among employees, and there is
interference in the promotion process within the department.
• The requirement of seniority and competence in promotion leads to frustration
among individuals with outstanding skills and does not encourage highly skilled
individuals to seek employment in the department.
• Supervisors delay in implementing administrative procedures.
• Equal opportunities for promotion are not provided among workers.
• Employees are mandated to undergo specialized training as a condition for
promotion.
• The annual scoring card is not objective.
