Abstract

ملخص: لقد تمحور موضوع دراستنا حول مطالب الوفد المغاربي في مؤتمر الصلح 1919- 1920م، حيث تسببت الحرب العالمية الأولى بعد انتهائها في خسائر كبيرة بشرية ومادية، فقرر ساسة العالم عقد مؤتمر دولي عرف بمؤتمر الصلح، وكان على رأس هؤلاء الرئيس الأمريكي ويلسن الذي اقترح برنامجه المؤلف من أربعة عشر مبدأ كأساس للسلم العالمي.وهدف المؤتمر إلى تسوية الخلافات الناجمة عن الحرب، حيث خلفت قراراته تحولات عميقة في أوروبا ورسمت ملامح حرب أخرى، لأن المؤتمر تحولعن مساره وأصبح مؤتمر حرب يفرض منطق استعماري توسعي. وجسد مؤتمر الصلح في قراراته مطامع الدول المنتصرة وفق ما تمليه مصالحهم دون مراعاة لظروف الدول المنهزمة، وكذا انعكاساتها على الوضع الدولي. ولقد وضع المؤتمر العرب على المحك خاصة بالمغرب العربي حيث اثبت ان بمقدورهم التنظيم والتوحد اذا توفرت الزعامات.لقد شهدت الأقطار المغاربية أوضاع مزرية في كل المجالات خلال فترة الحرب وبقيت متأثرة بها، ولكن رغم هذا إلا أنهم اكتسبوا تجارب جديدة ظهر منها زعماء جدد تابعوا النشاط السياسي، كما أنها شكلت منطلقا واضحا لحركات هذه الشعوب لأنها خلقت جوا جديدا بما أحدثته من تقارب واحتكاك بين الشعوب وانتقال الأفكار خاصة منها المتعلقة بمفاهيم الحرية والاستقلال وحقوق الشعوب المستعمرة في تقرير مصيرها.وقد علقت شعوب المغرب العربي آمالا كبيرة على بنود مبادئ ويلسن الأربعة عشر ظنا منهم أنها ستحقق لهم الاستقلال، ففي الجزائر قدم الشعب عريضة حررها الأمير خالد وقدمها الى مؤتمر السلام وخصوصا الى الرئيس ويلسن صاحب بنود حقوق الانسان يطالب فيها بمنح الجزائر الحق بتقرير مصيرها بنفسها، أما بالنسبة للشعب التونسي فلقد قدم الشيخ عبد العزيز الثعالبي مذكرة الى مؤتمر الصلح والتي تعلقت باستقلال تونس وطالبت بتطبيق مبادئ ويلسن الأربعة عشر. و يمكن القول أن المؤتمر ومعاهدات التسوية المنبثقة عنه جسدت مطامع الدول الكبرى التي سيطSummary : The subject of our study revolved around the demands of the Moroccan delegation at the Peace Conference of 1919-1920 AD. After its end, World War I caused huge human and material losses, so world politicians decided to hold an international conference known as the Peace Conference. At the head of these was American President Wilson, who proposed his program consisting of Fourteen principles as a basis for world peace. The conference aimed to settle the differences resulting from the war, as its decisions caused profound transformations in Europe and shaped the features of another war, because the conference diverted from its path and became a war conference that imposed an expansionist colonial logic. The peace conference embodied in its decisions the ambitions of the victorious countries according to what their interests dictated, without taking into account the circumstances of the defeated countries, as well as their repercussions on the international situation. The conference put the Arabs to the test, especially in the Maghreb, as it proved that they can organize and unite if leaders are available. The Maghreb countries witnessed miserable conditions in all fields during the war period and remained affected by it, but despite this, they gained new experiences from which new leaders emerged who continued political activity. It also formed a clear starting point for the movements of these peoples because it created a new atmosphere with the rapprochement and friction it created between them. Peoples and the transmission of ideas, especially those related to the concepts of freedom, independence, and the rights of colonized peoples to self-determination. The peoples of the Maghreb placed great hopes on the provisions of Wilson's fourteen principles, believing that they would achieve independence for them. In Algeria, the people presented a petition written by Prince Khaled and presented to the peace conference, especially to President Wilson, the author of the human rights provisions, demanding that Algeria be granted the right to self-determination. As for the Tunisian people, Sheikh Abdul Aziz Al-Thaalabi submitted a memorandum to the reconciliation conference that related to Tunisia’s independence and demanded the implementation of Wilson’s fourteen principles. It can be said that the conference and the settlement treaties emerging from it embodied the ambitions of the major powers that controlled the drafting of the treaties to secure their countries and punish their enemies. No one thought about the repercussions of these settlements on the Arab Maghreb, which did not achieve its aspirations and aspirations for self-determination. Rather, the conference established colonial hegemony over it and left the world to live. With the promised hope of achieving peace. Key words: reconciliation conference, demands, the Maghreb delegation. رت على صياغة المعاهدات لتأمين بلادهم ومعاقبة أعدائهم، ولم يفكر أحد بانعكاسات هذه التسويات على المغرب العربي الذي لم يحقق أمانيه وتطلعاته في تقرير مصيره، بل كرس المؤتمر الهيمنة الاستعمارية عليه وترك العالم يعيش بالأمل الموعود في تحقيق السلام. الكلمات المفتاحية: مؤتمر الصلح، مطالب، الوفد المغاربي.
